The Texas Industrial Stormwater Permit Expires August 14. Here's What Facilities Need to Know.

Here's a head's up! The renewal of the TCEQ TXR050000 MSGP is upon us!

As of August 14, 2026, the current TCEQ TXR050000 Multi Sector General Permit (MSGP) will expire, and the latest version of the regulation will take effect. Each permit holder will have 90 days to renew their existing authorization under TXR050000 before being required to obtain a new authorization. If the 90 day renewal window is missed, a new authorization will be required, and with few exceptions, if your industrial facility discharges stormwater runoff, authorization is required.

Not to worry…the renewal process is fairly simple. The submittal of a Notice of Intent (NOI) is the first step. This is accomplished through the TCEQ electronic reporting system STEERS. In conjunction with the NOI, payment of a $100 permit fee is also required. This is also accomplished through 'E-pay' within STEERS. Be sure to save a copy of the new permit certificate, copy of record, authorization letter, and payment receipt for your records.

Next, look through the new version of the permit for your specific industrial sector (SIC/NAICS) to ensure that the appropriate measures are taken to address any new permit requirements. The TCEQ has published a fact sheet that summarizes the primary changes in the new permit.

Lastly, be sure to print a copy of the new permit document to include in your SWPPP along with notes in the revision section documenting the date of your renewal, and any actions taken to address any new permit requirements.
